Upgrades to an item are a way to boost the stats of an item. Based on the type of upgrade, it can increase an item's Rarity or Mark Level, and also boost other stats.
Upgrades to equipment in The War Within requires a specified number of Flightstones and Crests and each item has an upgrade track. Each upgrade increases the cost of the next item by a certain amount.
Item Level
When an item is upgraded, its basic stats are increased in value. This is the sum of all its leveled up advantages (attack, magic attack and defense). Upgrades can be costly, dependent on who you employ and what you do. This is due to the variety of perks that have to be altered to upgrade an item.
The level of an item is a commonly used measure of power, and can be seen on all tooltips of items. It also serves as a gating requirement when waiting for dungeons, scenarios, and raids, as well as to limit the amount of PvP gear that a player can wear (since PvP is capped at a lower level). Players can view their average level of item on their character sheet.
The level of an item can help players evaluate the power of equipment when deciding to purchase or sell. It's a sign of the damage and quality. Comparing items from the inventory of a seller can be done by using the item level.
On PC, you are able to view the item level by pressing ALT or by using the left stick on XB1 or PS4. This will display the complete item description, including its value. You can also locate it by hovering over an item and typing /itemlevel into chat.
There are a few theories on how the calculation of an item's level is carried out. One theory states that the level of an item is calculated using an equation that determines the worth of an item's stats actually are. It takes into consideration that different advantages are valued differently and that gems in the sockets increase the item's value. This can result in a calculated amount for the item's ilvl which is usually quite close to Blizzard's actual item level.
However, this isn't the only factor that determines the ilvl of an item, since the level of the area the item is dropped into can alter the value of its stats, for example by adding an amount to its haste or crit rating. Items that drop in higher-level instances will have a higher ilvl.
Item Stats
The stats of an item are a major component of what makes or breaks an item for players. The game makes use of them in a variety of ways to encourage players to not limit themselves to a single weapon, and to encourage players to experiment with other weapons. The stats of a base weapon are boosted by the weapon's stat mods which are then enhanced by the player's level.
Upgrades to an item may boost its stats. The rarity of an item determines the cost of upgrading. A grey or white item for instance, can only be upgraded one time and items with rare tiers can be upgraded several times at more expensive costs.
Another way to change the stats of an item is through affixes. They are stat boosts that can be added by the player to an item. The affixes can provide the item additional damage, or give a specific ability to the item (such as reviving dead or decreasing the cooldowns) or make the item unique by adding an exclusive name to the item.
All affixes can be being re-rolled right now by selecting them in the upgrade window and pressing the green button. This procedure will cost the player a certain amount of gold and other items that can be used to add to the upgrade gauge in the same manner as other rerolling options.
In addition to the possibility of rerolling affixes, players may select which stats to be kept on an item after it is upgraded. The range of stats determined by the item's level. However every item will include at least one stat in that range unless they are an item that is unique or an item that has a God Roll from a boss in a raid.
Another thing that could be changed is the possibility to upgrade equipment without having to roll the attachments, or pick which stats to enhance. Like the base equipment, it would have to be done per item and the item comparison interface would not display all the possible stats simultaneously.
Item Luck
The Luck stat of a player increases the likelihood of locating items as well as the properties created by loot and the strength of these properties. However, it does not directly affect damage or ability to upgrade items. It simply gives players the possibility to obtain better gear in earlier waves and is thus more valuable in the initial game run as opposed to later ones, since most players prefer more powerful weapon scaling and defenses over raw damage gains.
Luck can also increase the chances of upgrading items at the Blacksmith. This should not be confused with the Blacksmith's overall upgrade chance, which increases with each item level and can be further enhanced through the use of an anti-material such as a Scroll of Strength or a Jewel of Blessing.
Weapons, armor, and shields can be made or spawn with the Luck property, with a default value of 40. These items can be enhanced with golden ingots, spined leather, or oak boards (depending on the item's material type) to grant an additional +40 Luck, or to increase the existing Luck of an item up to 140.
Certain items, like the weapon with Hollow-infused components can also be outfitted to increase the damage of any skill that is able to deal damage by 5%. These items can be purchased in the shop or created using the right ingredients.
Item Failure
Upgrades to items can be a costly process and not all upgrades will be successful. However, there are cash shop items which allow players to increase their success rate or prevent themselves from losing an item in the event that the upgrade is unsuccessful.
When you upgrade an item, the success rate is shown in the Honing UI. The percentage indicates the probability of successful upgrading an item. This can be increased by using Additional Materials or Special materials. There are limitations to the extent to which the success rates can be improved and the probability of a failed upgrade cannot exceed 100%.

It is important to note that upgrade items are rendered above the items in the inventory therefore enchantment glints and other effects may be obscured by the overlays. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
